Donalds Slams a ‘Lazy’ Senate as SAVE America Act Stalls

Florida Representative Byron Donalds is not holding back on the Senate after the House passed the SAVE America Act with Republican support earlier this year.^[3] At a recent press event, he said flat out that “the Senate sucks” and blasted senators in both parties for refusing to bring the bill to a real floor fight.^[1] Donalds argues that if lawmakers want to oppose voter ID and proof of citizenship, they should do it on camera, explain themselves, and let voters judge in November.^[4]

Donalds says about 80 percent of Americans support the voter ID and election security rules in the bill, and that support is not just from Republicans.^[4] Separate polling on photo ID backs up his point, showing around four out of five Americans support requiring ID to vote, including large majorities of Democrats and independents.^[9] For many voters, the idea that you need ID to fly, buy certain medicines, or attend political events but not to vote feels like an insult to common sense.^[4]

What the SAVE America Act Would Change in Federal Elections

The SAVE America Act, pushed hard by President Donald Trump as a top election priority, would set national rules for federal elections.^[1] The House version requires every new voter to show proof of United States citizenship, like a passport, a certified birth certificate plus photo ID, or a REAL ID-compliant license, before being added to the rolls.^[3] It also requires photo ID to cast a ballot in person or by mail in federal races, closing loopholes in states that still rely on signatures alone.^[3]

The bill also leans on federal tools to clean up voter rolls, which many conservatives see as a major weak point.^[1] States would have to run their voter lists through the Department of Homeland Security’s Systematic Alien Verification for Entitlements program to flag possible noncitizens and remove them after proper checks.^[1] Supporters say this finally gives Washington a way to enforce the long-standing rule that only citizens can vote in federal elections, which is already on the books but hard to police under earlier laws and court rulings.^[5]

The Filibuster Wall and Attacks from the Left

Even after House passage, the SAVE America Act is stuck in the Senate because of the 60-vote filibuster rule.^[3] Republicans hold only a narrow majority, so they cannot move the bill without at least some Democrats breaking ranks, which has not happened.^[3] Some Republicans also sound doubtful, warning there is “no feasible pathway” to Trump’s desk given locked-in Democrat opposition and Senate math that caps support at about 51 votes.^[6] That deadlock is exactly what has Donalds calling the Senate weak and lazy.^[1]

On the other side, left-leaning legal and activist groups are running a full-scale campaign to kill the bill.^[5] Organizations like the Brennan Center for Justice and the Campaign Legal Center brand the SAVE America Act as “restrictive,” “unnecessary,” and even a “voter suppression” tool.^[5] They point to research that calls noncitizen voting “exceedingly rare” and argue the law would make it harder to register, end online and mail-based registration options, and create new red tape for low-income and minority voters.^[2] Labor groups echo that line and urge senators to reject the bill outright.^[7]

Competing Claims on Fraud, Rights, and Election Confidence

Supporters of the SAVE America Act say the real issue is not only how many noncitizens might be voting now, but whether the system makes fraud too easy and undermines trust.^[5] They argue that requiring proof of citizenship and ID is basic common sense, like checking identification to buy alcohol or enter many secure buildings.^[4] With confidence in elections shaken after past controversies, these backers insist strict rules will reassure honest voters that every legal ballot counts and every illegal ballot is blocked.^[3]

Opponents answer that noncitizen voting cases are very rare and say the fix is worse than the problem.^[2] They highlight concerns that the Department of Homeland Security database used to scrub voter rolls has errors and could wrongly target legal voters as noncitizens, forcing them to fight to get back on the rolls.^[6] Academic studies on strict voter ID laws are mixed, with some research finding turnout drops are greater on the left, and others finding little overall impact.^[8]^[9] That split gives both sides talking points while the Senate continues to stall.
